I believe the answer is:  that local people would eventually be absorbed into the colonizer's country idea 
The policy  of assimilation is based on the perception that the dominant culture would dictate the things that would be perceived as acceptable in the society, and the others culture would eventually has no choice but to conform. This policy fail to consider the group of people who are willing to perceive their original culture no matter what the situation they might face.
