The Northwest Ordinance (formally An Ordinance for the Government of the Territory of the United States, North-West of the River Ohio, and also known as the The Ordinance of 1787) was an act of the Congress of the Confederation of the United States (the Confederation Congress), passed July 13, 1787
The Northwest Territory was created by the Northwest Ordinance that was signed in July 1787. The Ordinance was responsible for creating rules on how to create new territories in America. The Ordinance also established a form of government for these new territories, it divided it into districts that were initially governed by the Congress and later, when they were admitted to the Union as they reached 60 thousand inhabitants.
