There is absolutely no evidence of the last one in Ford's speech. Kissinger isn't mentioned at all. 

Nor was he afraid of Nixon. He mentions nothing about that either. Ford considered Nixon to be a victim as well perhaps as someone who did wrong (but not evil).

So pick the first one. The Nixon problem, according to Ford, was a tempest in a teapot. The country should move on.
