I think from my knowledge that I have it would be the speech called the Four Freedoms Speech.that is delivered on January 6 1941 that is about the four freedoms that should everyone in the world should enjoyed. One of the four freedoms is the Freedom from Fear that is all about the national security and the security of Democracy in the world.
