He is referring that war is inevitable between the German Empire and Tsar's Russian Empire due to Austrian-Serbian Incident. From the statement it tells us that all possible peaceful diplomatic solutions are impossible and even though it hurts him war is inevitable between the two empires - the German and the Russian Empire.
