Georgians despised the idea of integration, but any county that didn't integrate would lose state funding. Also, The Sibley Commision went around asking people how the felt about the desegregation of schools and reported back to the governor.The commission ruled that the county should be able to decide if it integrates or not.
Idk if this matters to you or not but this also caused the forced integration of UGA where Charlayne Hunter and Hamilton Holmes where the first African American students there
