When you think about particles in the air and in water, the particles in the air are further apart making it harder for them to pass the vibration from a sound wave. In liquid particles are closer together, so vibration gets passed along more quickly.
Many ocean-dwelling animals can navigate and communicate over longer distances than can land-dwelling organisms because sound waves travel farther in water than in air. For example, whales can communicate with each other over thousands of kilometers.
