On October 5, 1937, President Franklin D. Roosevelt stimulated the popularity based world by requiring a quarantine of the attacker countries.  

Roosevelt, rather than calling it quits before apparently overpowering resistance from the American open, trusted he could influence his individual comrades as well as "90 percent of the number of inhabitants on the planet" to isolate the attacker countries.
