in y = mx + b form, the slope is in the m position and the y int is in the b position
u have a slope of -2 and a y int of 3

so ur equation is : y = -2x + 3...but we need it in standard form

y = -2x + 3.....add 2x to both sides
2x + y = 3 <== ur equation
The point (0,3)  is the y intercept of the line. y - intercelt is at y=3.

So we can use the slope intercept form of the straight line y = mx + b:-

y = -2x + 3

or 
2x + y = 3
