I think this might be a Hyperbole. Tell me what you think.
"Let us all hope the dark clouds of racial prejudice will soon pass away and the deep fog of misunderstanding will be lifted from our fear-drenched communities…"
A hyperbole is an exaggeration, but a metaphor means comparing something (without using like or as) figuratively, not literally. So I'm thinking "dark clouds of racial prejudice" and "the deep fog of misunderstanding" are metaphors.
