Let’s say the block is a and the neighbourhood is b

2a+b= 10 (equation x)
2a+4b=31

3b=21 mins so b=7 mins
so then take x and put in 7 so
2a + 7=10
2a = 10 - 7 = 3
a = 1.5

That’s how I would do it not sure if it is right but hope it helps
