when you say strike I assume you mean like in world war 2 maybe, or something like a lightning strike. But in world war 2 bombing could blow buildings up or industries so that could halt production on weapons and gear the country is making... Hitler did that at the beginning of the war on England but ended up bombing civilian targets after he got desperate...
