Blood glucose levels are maintained by the breaking down firstly of glycogen in the liver, and then when this is gone, glycogen from the skeletal muscles is used and broken down into glucose. Never in this period, glycogen is being formed but it is rather the opposite. After all the glucose storage is consumed, fat is then also used to keep the levels of glucose stable and is never built.
