A 2016 report showed that Canada has a low rate on high literacy and numeracy. The Organization fo Economic Cooperation and Development said that Canada literacy and Learning network states that 42 % of the Canadian adults have low literacy skills and 18.2% of teens between 16 and 19 do not have a formal education and training.
