Multiplying both sides by y+7, we get 2-y=(3y+21)/5 and then by multiplying both sides by 5 we get 10-5y=3y+21. After that, subtract 21 from both sides as well as add 5y to both sides to get -11=8y, so divide by 8 to get -11/8=y
