If it is the answers that I am thinking of: a: Establishing trade with foreign countries. b: Allocating funding to troops c: Issuing drivers licenses or d: Printing new currency and metal coins. Then the answer would be an obvious "C" because the states will never have anything to do with Currency, Troops or Trade with other countries. I hope this helps.
