The author's argument as shown in "Honor at Last" is that the armed forces delayed in honoring the Tuskegee Airmen. They were buried late and weren't given proper honors because of their race. It was such dishonor to not be buried directly after your death with the proper distinctions. 

I think this would be C delayed in honoring the tuskegee airmen
