The nomination of Benjamin Fishbourn to the position of naval officer for the port of Savannah, Georgia, by President George Washington set the precedent for senatorial courtesy. The Senate had previously swiftly agreed to the president's nominations due to the young age of the U.S. federal government and the requirement to fill the executive offices. But when Fishbourn's nomination was up for discussion in the Senate, both Georgian senators objected, with Senator James Gunn rising to speak against it—likely due to his own personal animosities toward the nominee. As a result, the Senate disapproved the nomination on the advice of the Georgia senator.
