The Patient Protection and Affordable Care Act, sometimes known as the Affordable Care Act (ACA), or simply Obamacare, is a significant piece of U.S. federal legislation that was passed by the 111th Congress and became law on March 23, 2010, under the signature of President Barack Obama. Together with the amendment to the Health Care and Education Reconciliation Act of 2010, it constitutes the largest regulatory revision and coverage increase to the American healthcare system since the passage of Medicare and Medicaid in 1965.
The majority of the ACA's rules became effective in 2014. With estimates ranging from 20 to 24 million more individuals covered by insurance by 2016, the percentage of the population without insurance had roughly decreased by half. A number of delivery system improvements were also implemented under the law in an effort to lower costs and raise standards of service. Following its implementation, costs for employer-based insurance plans as well as overall healthcare spending growth halted.
