Higher the value of principle quantum number (n = 1,2,3,4,5......), the orbital from the nucleus will be farther and therefore the electrons situated on that orbital will also be farther. Thus, on average, the electrons on 2s orbital are closer to the nucleus than electron in 3s orbital. Orbitals which are closer to the nucleus will fill the electrons first and will be at lower energy level while orbitals at higher energy level will fill later and they will be at higher energy level. For example- 2s orbital will be farther from nucleus than 1s orbital.
