While the compromise on slavery affected how representation was distributed, two other issues had a direct impact on the design of the federal government.
The Slave Importation Clause came first. After 1808, it was inserted into Article I, Section 9, giving the federal government the power to control, tax, and even outlaw the import of slaves.
