well if there was no controlling or searching. other countries from pacific would have tried to come and conquer the new unsearched land.
If France kept the Louisiana area, then during times of war, France would've had to send extra troops to America to protect the land they owned there. This would have happened especially at the specific time France sold The Louisiana territory because France was about to go to war with Britain.
