Marshall believes that the initiative for the implementation of the plan should come from Europe because he well believes that the European countries that agree with his intervention should extend a formal invitation so that it is not considered an invasion.

After the Second World War, there was the European Recovery Program (ERP) better known as the Marshall Plan, was an initiative of the United States that offered economic aid to the countries of Western Europe to rebuild their cities after the damage left by the war.

However, the United States did not intervene without the approval of the European countries, from the beginning he stressed that it was of the utmost importance that the countries that wanted to be part of this plan had the initiative to formally invite the United States so that it was not considered an invasion.

Another characteristic of this plan was that it was used to spread the capitalist ideas of the United States to prevent the expansion of the socialist ideals of the Soviet Union.
