We can arrive at this answer because:

  • Sergei has only one order to make to the goldfish.
  • He wants to save the order to use on something he wants since he's spent the other orders on other people.
  • But he knows he has to save a boy from an accident he caused.

Sergei acknowledges his responsibility, he doesn't want to spend the wish on someone else, but he has nothing to justify keeping the wish and so he doesn't respond.
