The question above wants to assess your writing ability and your imagination when it comes to creating fictional worlds. For that reason, it's not right for me to write this paragraph for you, but I'll show you how to write it.
As you already know, the creation of worlds is very important for a fictional text, because it allows the creation of the scenario where the story will take place.
In this case, to build the scenario that your question requires, you should:
- Imagine how a city would survive under the sea.
- Think about what the city's buildings and houses would be like.
- Think of an explanation for why this city exists.
- Think about what the city looks like.
- Think about whether the inhabitants are human or not.
- Think about how the inhabitants live.
- Think about whether the city has a protective dome, or lives in contact with water.
You can create more features for this city as this is an activity that allows you to let your imagination run free.

Answer:
The ocean and cities are both incredibly crowded and busy places. I believe these two concepts may easily be combined; but, in order to do it in a way that is both effective and well-done, you would need to provide answers to any queries that may arise. If I were to try this strategy, I would think about food, transportation, breathing and living, and what's going on beyond the water.
