The ocean and cities are both incredibly crowded and busy places. I believe these two concepts may easily be combined; but, in order to do it in a way that is both effective and well-done, you would need to provide answers to any queries that may arise. If I were to try this strategy, I would think about food, transportation, breathing and living, and what's going on beyond the water.
