The excerpt says that the captain, after the ship he was on crashed, abandoned it and left the crew members and passengers to themselves.

The story had it that about 32 members lost their lives while 64 where injured. The captain obviously considered only himself because his first action was to bail out and leave the ship.

It took the actions of the coast guards to order him to go back to the ship and establish a way to help the injured and others to safety.
