Well there are a number of relationships, I'll name a few:
1) .7 > .07 (.7 is Greater than .07)
2) .07 < .7 (.07 is Less than .7)
3) .7 is ten times greater than .007

Try to put both fractions in fraction form:
0.7 = 7/10
0.07 = 7/100
You can see that 7/10 is ten times as much as 7/100, therefore, it is the greater number.
In this case, 0.7 is greater than 0.07 (0.7 > 0.07)
