The US system has the concept of separation of powers and checks and balances. The President has many powers that challenge the legislative like the power to declare war plus the presidents have seized the initiative in almost every area of policy-making. Such as the invasions on Iraq and Afghanistan are now considered as blunders so congress must also use power as not only policy-making, but policy-stopping.
