In 1787 Congress wanted to have a meeting in Philadelphia, it was called the Philadelphia convection were individual members from each state sends delegates to the convection to fix or improve the articles of confederation but little did they know that the problems they were trying to correct was to hard to improve on so instead they made a new constitution to create a strong national government that would maybe help solve issues about the government
