Scenario 1:
Elections in the United States are characterized by low voter turnout. Mid-term elections draw approximately 30% (or fewer) of registered voters to the polls. Presidential elections draw approximately 50% (or fewer) of registered voters to the polls. To claim a “mandate” the winner of an election must receive at least 50% or more of the votes. According to the U.S. Election Project and the Census Bureau, the population voted or didn't vote the following way in the Election of 2016:
29.9 % of the population did not vote for anyone.
28.6% of the population was ineligible to vote due to residency, non-citizenship, felony, or other requirements.
19.8% of the population voted for Hillary Clinton.
19.5% of the population voted for Trump.
Finally, 6.0% of the population voted for the Libertarian, Green, or other minor parties listed as candidates in some states.
