It turned regional conflicts into a international crisis by Stalin promoting communism as he was trying take over countries to force them into communism. Truman and Churchill were promoting capitalism this caused an arm race. But due to the amount of countries Stalin had taken over, Churchill and Truman stated the arm race of threats. An arm race is pretty much the same thing as one upping each other till one person drops out.
