I think the answer is A) correct as it is.

Were is the only past tense that makes sense with all of the multiple choices that I could choose from

Will be (no)

Had been (okay but were is better)

Have been (also okay but were is also better again)

I think this is correct as it is because the past tense use and everything is good.
