Heat the cylinder for a while, and pack the rod in ice for a while.

This expands the cylinder, making the hole slighter bigger,
and contracts the rod, making its diameter slightly smaller.

Slide the rod into the hole, and quickly adjust it exactly the way
you want it.  Once they both return to temperature equilibrium,
you'll never get them apart again.
