The expectation is that Tamara has "the moral obligation to stop and try to help ".
In the U.S., a medical doctor has no obligation to give therapeutic help to harmed people on the off chance that they have not set up an extraordinary association with the person. But the expectation is that such a doctor should stop and offer help.
The expectation would then be Tamara would stop and try to help however she is protected by the Good Samaritan law in where it is design to be a protection for anyone who is in good faith that would rescue or help someone who needs immediate first aid or treatment.
