The word "per" means to divide by whatever comes after. So we will be dividing our hours by dollars.
[tex] \frac{hours}{dollars} = \frac{6}{23} [/tex]
Now we will divide
6÷23≈0.26
A customer gets 0.26 hours of bike us per dollar.
