b. In complete thoughts, but not complete sentences
The purpose of outlining is to get your thoughts flowing and to get your ideas onto paper/the screen. The best way to do this is by organizing your ideas in the order you plan to present them in the paper. One thing you’ll want to do is to simply be sure you create your outline with complete thoughts so you’ll best be able to go back in fill things in later. You really don’t need to worry about writing complete sentences at this point because worrying about grammar, punctuation, etc. may get in the way of your flow of ideas.
